Tinjauan Literatur Sistematis Terhadap Perilaku Kerja Inovatif Aparatur Sipil Negara

Abstract

Perilaku kerja inovatif dalam tataran pemerintahan dalam hal ini pada Aparatur Sipil Negara sangat diperlukan dalam menghadapi tantangan dan perubahan yang ada serta untuk meningkatkan daya saing. Hal ini tertuang juga dalam reformasi birokrasi yang ingin mewujudkan pemerintahan kelas dunia. Keinginan untuk melaksanakan reformasi birokrasi pemerintahan telah menjadikan isu inovasi sebagai bagian integral dari upaya untuk mencapai kemajuan pemerintahan serta daya saing. Tujuan penelitian ini adalah untuk menganalisis dan menjelaskan faktor-faktor yang memengaruhi perilaku kerja inovatif Aparatur Sipil Negara. Penelitian ini merupakan systematic literature review dengan sampel berupa data sekunder dari jurnal-jurnal yang ditelusuri melalui database Google Scholar, Semantic Scholar dan E-Resources Perpusnas. Jurnal-jurnal yang ditemukan kemudian diseleksi dengan kriteria inklusi serta penilaian kualitas, sehingga diperoleh lima belas literatur penelitian. Hasil penelitian menunjukan bahwa terdapat dua puluh lima faktor atau komponen yang dapat memengaruhi perilaku kerja inovatif pada pegawai Aparatur Sipil Negara, yaitu ability, modal psikologis, tuntutan kerja, sumber daya pekerjaan, knowledge management, leader member exchange, organizational justice, self-efficacy, openness, kepemimpinan, budaya organisasi, karakteristik individu, kepemimpinan autentik, keterikatan kerja/keterlibatan kerja, dukungan organisasi, kepuasan kerja, efikasi diri kreatif, kapabilitas dinamis pegawai, kepemimpinan transformasional, iklim organisasi, komitmen organisasi, knowledge collecting, knowledge donating, pemberdayaan psikologis dan komitmen afektif.
