Studi ini bertujuan untuk memetakan masalah pembelajaran sebagai bahan pengembangan modul kewirausahaan berbasis ketrampilan berfikir tingkat tinggi (HOTS) untuk implementasi Merdeka Belajar dan Kampus Merdeka (MBKM). Analisis dilakukan dengan tahap-tahap front end analysis, learner analisis, task analysis dan concept analysis.. Pendekatan kualitatif studi kasus digunakan sebagai metode penelitian, dan data dianalisis dengan pengkodean, kategorisasi, menghilangkan, menggabungkan dan membagi data untuk melihat hubungan di antara tema-tema yang ada.Hasil pemetaan masalah pembelajaran adalah stabilitas internet, mahasiswa tidak focus dengan materi yang diberikan, keterbatasan mengekspresikan kemampuan, mahasiswa pasif untuk bertanya, kemampuan membuat rencana bisnis masih rendah terutama dalam tata bahasa, ketidaksiapan mahasiswa untuk belajar mandiri.Hasil perbandingan secara keseluruhan kemampuan mahasiswa dalam mencapai kompetensi dan tujuan pembelajaran masih ada di level 61%. Hal ini menandakan bahwa sangat diperlukan adanya upaya-upaya yang harus dilakukan dalam pembelajaran agar kemampuan mahasiswa meningkat sesuai RPS. Ditemukan juga tidak semua dosen mampu melakukan evaluasi dan follow up dalam pembelajaran. Hal ini merupakan kondisi yang kontrakdiktif untuk implemetasi MBKM. Berdasar hasil pemetaan masalah dan kondisi riil di kelas ini, penulis telah membuat Lay out bahan ajar kewirausahaan dengan metode replikasi dan simulasi.
