Analisis Kebijakan Program Barak Militer KDM di Jawa Barat

Peningkatan kenakalan remaja di Jawa Barat seperti tawuran, kecanduan, dan kriminalitas mendorong Pemerintah Provinsi Jawa Barat meluncurkan Program Barak Militer (KDM) berbasis pendekatan disipliner dan karakter militer selama 14-30 hari. Dilengkapi dengan olahraga, pelatihan fisik, seni, pola hidup sehat, dan bela negara, program ini mendapat dukungan karena dianggap mampu menanamkan kedisiplinan dan patriotisme. Namun, kritik muncul terkait risiko trauma, pelanggaran hak anak, dan kurangnya evaluasi ilmiah. Penelitian ini menggunakan metode kualitatif deskriptif dengan studi pustaka untuk memahami responsivitas kebijakan publik, aktor pemangku kepentingan, dan realisasi di lapangan. Hasil kajian menunjukkan bahwa kolaborasi lintas sektor dan partisipasi publik penting untuk meningkatkan keberlanjutan dan akuntabilitas program. Rekomendasi meliputi pergeseran ke model pembinaan berbasis hak anak, penguatan mekanisme monitoring, pengembangan rehabilitasi holistik, dan evaluasi transparan demi efektivitas jangka panjang.
